Do the Universities now have to provide heat meters at bedrooms, even if they don't bill for energy use?

Working on the design of new student accomodation blocks for a university. We have centralised heating plant with a district heating network going to each block of bedrooms. 

If our client does not bill energy separately from the rent, but does provide heat in the rent of a student bedroom, do they now under the new heat networks legislation have to design in heat meters at each bedroom?

There is not a general rule or regulation for providing the BTU meter for each room in dormitory buildings, but each university has their own policy and requirements. The best way is to coordinate with the engineering department of that university to see if they desire to have a BTU meter for each room.
